Last evening I picked up my parents at YYZ after their return from LAS on a business trip.
The flight was fine, early, good food and service.
They arrived at LAS airport for their flight about 2 hours before departure. After security they walked to the lounge that AC had access to on their last visit in May of 2001. I believe they said it was a shared lounge with JAL and a Mexican carrier. But what the lady at the door said was revealing.
"Air Canada didn't pay their bill this year so you can't come in".
Now I know some of you are going to say Vegas is a tourist town and there are not many full fare J seats sold. Maybe sometimes, but on last night's flight they sold at least 5 full J's and likely more. My parents are the type Rupert loves. No status or "soon to be gone", always pay full J, and never use upgrades. Present was also the CEO of a Canadian company and two others I recognized.
If it costs $14 to give lounge access, it might be smart to give these people something. Last year on a LH flight from DTW to FRA in F class, LH apologized for not having a lounge and gave me a $20 voucher for the restaurant.
Hey you don't suppose Rupert sent someone down to Vegas to pay for lounge access and his employee lost it playing craps at the casino.
Air Canada in LAS flies from Terminal 2.
The Lounge is operated by Mccarran Airport.
Some of the airlines using this terminal do not use the lounge. Access to this lounge is astronomical and they are not open at night.

Prior to 911 AC flew in nightly and there were complaints about the lounge because it was not open. Mccarran made the rules that if you were an elite or super elite but were sitting in coach , sorry no dice cant come in. Some other carries who have frequent flier programs do not use the lounge because of early departures.
It sounds like AC isn't the only airline that doesn't think a lounge is worthwhile there.

AFAIK, the only airline with a lounge in LAS is America West. The lounge is located upstairs before the security screening at the A/B Gates. It's in a different terminal than AC.

Interesting....when I came back from LAS in April, flying in J, asked at check-in about the lounge (having failed to get in it last time as a "mere" Elite not flying in "J", the story I was told was that it was closed. Observing it from the bar, it certainly still seemed to be open....I guess the truth is finally emerging!!

UA is in a different terminal in LAS and there is no RCC in LAS at all.
